The Block III variant of the Celestial-Class, updated with the A-Poly-T armor used on the Archangel as well as the new PHALANX-HALO variant. This modernized version of the ship was used as a stopgap to bolster the Alliance's Dreadnought numbers when Archangel-Class production lagged due to production complications.

Dos the Celestial-Class Block III have point defense lasers like the Archangel-Class?

They all have always had point defense lasers. The difference was moving from a turreted design to a phases static array design. Block III Celestials retain the turrets

I assume that the ships outer hull is assembled by panels, are the panels painted then added or are they added then painted over?

They aren't painted. The darker armor is in fact a higher density alloy on more important parts.
